手机单向收费今年有望全面实施。记者昨天（2日）了解到，工信部和发改委刚刚在内部下发了《关于调整移动本地业务资费管理方式的通知》的征求意见稿，酝酿对现行手机资费政策进行较大改革。
据知情人士介绍，这份征求意见稿中主要涉及两部分内容：一是国家将鼓励电白癜风治疗的有效医院信企业对移动本地业务实行单向收费；另一方面则是移动本地基本语音业务资费将实行市场调节价，全国或省级的电信企业可自主确定全国统一或各地区的计费标准和单位。此外，意见稿中还包括保护消费者权益和避免手机资费出现上涨等内容。
工信部相关人士介绍，这一文件还未最终定稿，根据征求意见还可能会有局部修改，定稿通过之后会正式对外公布。
电信业内人士表示，按照一般规律，如果没有遇到太大的反对意见，最终的定稿两白癜风治疗多少钱三个月后就可能对外公布，今年下半年或明年初，相关的政策就可以正式实施了。
电信专家项立刚表示，单向收费的改革运营商之前就已经开始逐步进行了，而自主定价权更是运营商希望得到的，因此这份征求意见稿预计会比较顺利地得以通过。项立刚还表示，虽然新政中赋予了运营商自主定价的权限，但对于目前竞争已经非常激烈的电信市场而言，急于争夺用户的运营商不太可能会提高资费，对于消费者而言，新的政策也将意味着资费白癜风治疗多少钱的进一步下调。另外，由于之前运营商都已经在一些套餐中推行了单向收费的模式，因此新的资费政策出台后，预计也会采用与套餐并行的方式，逐步完成对所有用户的覆盖。(记者古晓宇)

按照征求意见稿精神，将对移动本地基本语音业务资费实行市场调节价，由电信企业自主确定计费的标准和单位，包括可以自主制定全国统一的业务资费方案，省级电信企业可以自主制定本地区的方案。方案要报价格主管和通信主管部门备案。
资费新政如能出台，是否意味着打更便宜？业内人士称不一定。除现有部分套餐价格可能低于单向收费外，更在于定价权下放至电信运营商，运营商的营利冲动得到释放。但用户也不必担心资费价格会大幅上涨，因为经过多年发展，充分竞争的格局已完成，对电信、联通、移动而言，获得更多用户是首要目标，而降价是拓展用户最有力的手段。学者观察十三五规划将有哪些特点值得我们关注
